On 19 December 2022, officers of the Tolikaras District Police opened fire at a group of people who were allegedly trying to attack the police headquarters in Ampera, Karubaga town, Tolikara Regency. Mr Michael Bogum, Mr Metus Bogum, Mr Beinus and Mr Wilem Wunungga were wounded by bullets (see table below). Mr Wunungga reportedly succumbed to the bullet wound on the way to the hospital. Human rights defenders in West Papua have called upon the National Human Rights Commission (Komnas HAM) to conduct a timely and thorough investigation of the incident.
The Tolikara Police Chief, Commissioner Dicky H. Saragih, declared the incident was triggered by a man and a woman who came to the Tolikara District Police Headquarters and attacked an officer. They were allegedly intoxicated. Thereupon, police officers stepped in and secured them. As people outside the police station saw the brawl, they began throwing stones at the police personnel.
According to Saragih, the crowd tried to jump the fence and attacked from different directions. He claimed that his men opened fire to defend themselves and prevent further damage. The protesters damaged four police vehicles and broke several windows. The mob reportedly injured five police officers.
