On the night of 4 June 2022, two officers from the Sleman Resort Police, Yogyakarta, LV and AR, assaulted 29-year-old Bryan Yoga Kusuma in the parking lot of a bar called Holywings, on Magelang Street, Sleman Regency, Yogyakarta Province. About 20 people gathered around Bryan. Some of them were Sleman resort police. They beat him and threw him on the asphalt.
The beating started when Bryan argued with Karmel Nikolas, his old friend who happened to meet him at Holywings that day. There was no problem at first, but Nikolas became angry when Bryan warned him not to interrupt his conversation with his colleagues for a business discussion. This led to an altercation in the Hollowings car park. At this point, Bryan offered to settle the matter at the Sleman police station.
However, when he arrived at Sleman Police Station, the harassment continued. Bryan had asked the police there for help, but they did nothing to stop the violence. On Saturday morning, 4 June 2022, Bryan escaped from Sleman Police Station by jumping over a fence. After this crime, Bryan had to be hospitalised because of bruises all over his body.
Undue Delay and Criminalization of the Victim
No progress has yet been made in dealing with this case. The head of public relations for the Yogyakarta Regional Police, Kombes Pol Yuliyanto, claimed on 6 June 2022 that Sleman Resort police officer AR was only trying to break up a fight at Hollowings and was beaten by one of the parties. However, the police did not deny allegations of ethical violations. On 12 September 2022, the deputy head of the DIY regional police said that he had removed AR and LV from their duties at the Sleman police station because they were being investigated for alleged breaches of the police code of ethics. However, this statement also indicates that the ethics hearing process does exist, but that there was no ethics hearing decision until at least 12 September 2022, more than three months after the incident.
Bryan reported obstruction of justice and evidence of case manipulation to the Yogyakarta Regional Police on 12 September 2022. There was an attempt to delete surveillance camera footage at the Holywings crime scene. In addition, there is the role of Sleman Police Ranmor Unit, AP, in making a Type A report at Sleman Resort Police with Karmel Nikolas as the reported. This violates Article 3, Paragraph 5, Letter a of the National Police Chief Regulation Number 6 of 2019, which states that Type A reports can only be made by police officers who directly experience, know or discover the event. In this case, AP was not at the scene of the crime. As a result of this report, Bryan was unable to file a report on the crime with the Yogyakarta Police, nor did he have access to the Investigation Progress Notification Letter.
